Chocolate Coffee 'N Toffee

1 2/3 cups bittersweet chocolate chips, divided
1 cup all-purpose flour
3 tablespoons unsweetened cocoa powder
1 tablespoon instant espresso or coffee powder
1 teaspoon baking soda
1/2 teaspoon salt
1/4 teaspoon ground cinnamon
1/2 cup unsalted butter, softened
1/3 cup plus 1 tablespoon granulated sugar
1/3 cup plus 1 tablespoon packed light brown sugar
1 large cold egg
1 teaspoon pure vanilla extract
1 cup milk chocolate toffee bits
1 tablespoon powdered sugar
1/8 teaspoon unsweetened cocoa powder

1. Place rack in middle of oven. Preheat oven to 325 degrees F. Line two baking sheets with parchment paper. Put 2/3 cup chocolate chips in top of double boiler over hot (not boiling) water, stir chocolate chips until melted and smooth. Remove from water. Set aside.
2. Combine flour, cocoa, espresso, baking soda, salt and cinnamon in medium bowl. Set aside. In a large bowl, using electric mixer on low to medium speed, beat butter, granulated and brown sugar until smoothly blended, about 1 minute. Stop mixer and scrape sides of bowl as needed during mixing. On low speed, mix in melted chocolate chips until blended. Add egg and vanilla, mixing until blended, about 1 minute. Mix in the flour mixture just until it is incorporated. Stir in remaining chocolate chips and the toffee bits.
3. Using a 1/4-cup measuring cup, scoop mounds of dough onto prepared baking sheets, spacing cookies 3 inches apart. Bake cookies one sheet at a time until they crack slightly on top and a toothpick inserted in center comes out with moist crumbs, about 18 to 22 minutes. (If the toothpick penetrates a chocolate chip, test another spot.) Cool cookies on the baking sheets 5 minutes, then use a wide spatula to transfer them to a wire rack to cool completely. The outsides of the cookies will become crisp as they cool. Stir together powdered sugar and 1/8 teaspoon cocoa in a small bowl and sprinkle over cookies using a small mesh sieve. Makes 12 huge cookies.
